The City of Monticello, Iowa
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF MONTICELLO, IOWA
RESOLUTION #10-152
Resolution directing City Engineer and City Staff to proceed with planning for Sewer Plant Levee plan finalization and construction as a non-certified Levee pursuant to Snyder and Associate’s “minimum” recommendations.
WHEREAS, The Council has considered the benefits and detriments of completing the construction of the sewer treatment plant levee as a certified levee versus a non-certified levee, and
WHEREAS, The Council finds, upon a review of the memorandum prepared by the City Engineer, a copy of same being appended hereto, that the City can proceed with the finalization of the levee as a non-certified levee, with Snyder recommending that the following minimum steps/plans be put in place:
1. Installing a flood control pipe through the berm.
2. Bringing the berm to a consistent elevation of 808.6’ with some additional fill without changing the width at the base of the berm.
3. That two pumps be purchased, one for effluent from the WWTP and one for storm water along with the necessary piping and tubing.
4. That a storm water pumping connection be installed.
5. That wetlands be mitigated as required by the Corps of Engineers.
6. That upstream Storm Water be diverted around the WWTP
7. That steps be taken to address concerns related to infiltration and inflow into the sanitary sewer system
– and –
WHEREAS, The Council finds that the project should proceed with the above stated goals, recognizing that goal #7 does not directly pertain to the finalization of the levee but is more generally related to the overall City sanitary sewer system.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Monticello does hereby direct the City Engineer and staff to proceed with final planning for the completion of the Sewer Treatment Plant Levee consistent with the goals and steps previously outlined herein.
