The City of Monticello, Iowa

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF MONTICELLO, IOWA

RESOLUTION #19-12

Approving a policy with regard to the use of City controlled Baseball and

 Softball Diamonds to youth travelling/tournament teams

WHEREAS, The City Council at the suggestion and on the advice of the Monticello Youth Baseball Softball Association (MYBSA) approved a policy by Resolution 18-52 as later modified by Resolution 18-58 that required youth travelling/tournament baseball and softball teams to actively participate in the City Rec. Dpt. baseball and softball programming effective January 1, 2019 if those teams and the children on those teams wished to have the use of City controlled fields and facilities for practice or other purposes, and

WHEREAS, The Council has received a request to eliminate that obligation and finds that the Park Board, while not unanimous, did recommend that children in 1st and 2nd grade be required to follow that policy, and further finds that the Park and Recreation Director does not recommend that the Council approve said policy, recommending instead that the policy be eliminated in its entirety, allowing children and/or their parents to decide whether or not they wish to participate in Rec. Leagues or activities, and

WHEREAS, The Council finds that the intent of the policy is good but that the enforcement may be difficult and that the decision should be left to the parents whether they wish to participate with their children in Rec. League, recognizing that all tournament teams and players are required to register and pay applicable registration fees to the Park & Rec. Dpt. in return for their use of fields and facilities to help cover the cost of field maintenance and field preparation.

NOW, THEREFORE, BE IT RESOLVED that the City Council of Monticello, Iowa does hereby rescind the policy previously adopted by Resolutions 18-52 and 18-58 in their entirety and directs the Park & Recreation Dpt. and Director to proceed in accordance with this action.
