IN THE NAME AND BY THE AUTHORITY OF THE CITY OF MONTICELLO, IOWA
RESOLUTION #2021-158
Scheduling Public Hearing on design and environmental information related to the proposed improvements to the City’s wastewater treatment system/water supply system for February 7, 2022 at 6:00 pm
WHEREAS, the City of Monticello has hired an engineering firm to create plans and otherwise design significant updates to the Monticello Sewage Treatment, and
WHEREAS, the City of Monticello understands that the current estimated cost of the updated plant to be approximately $18 million dollars. The proposed project involves the construction of a new activated sludge mechanical treatment plant followed by UV disinfection, construction of a new rotary biosolids dewatering press and storage, gray water distribution system, upsizing influent pumps, adding an effluent pumping station and the demolition of the existing trickling filter treatment plant., and
WHEREAS, the City of Monticello will consider all funding options but applied funds from the State of Iowa Revolving Loan Fund (SRF) due to the benefits offered through the SRF that are not available on the general bonding market, and
WHEREAS, the Council has been informed that the SRF will loan money to the City at 0% to cover costs of planning and designing the Sewer Plant Improvements, with the loan to be paid back in three years or otherwise rolled into a construction loan with SRF when the project moves forward to the construction phase, and
WHEREAS, the Council is required to hold a public hearing, as part of the SRF environmental review process, a public hearing to allow concerned folks to come forward with any worries about the potential environmental impact of the project.
the public notice needs to be published in a local paper at least 30-days in advance of the hearing, as it is a Federally required hearing, and
NOW, THEREFORE, BE IT RESOLVED that the City Council of Monticello, Iowa does hereby approve scheduling Public Hearing on design and environmental information related to the proposed improvements to the City’s wastewater treatment
system/water supply system for February 7, 2022 at 6:00 pm, same to be held in the City Council Chambers at the Mary Lovell LeVan Renaissance Center in Monticello, Iowa.
