Approving Request to Extend Payment Due Date and Waive
Late Fees for December Water/Utility Billing
WHEREAS, the City of Monticello provides water and sewer services to the citizens of Monticello, same representing one of the primary functions of the City, and
WHEREAS, the City Code 92.043) states: Bills not paid when due shall be considered delinquent. A one-time late payment penalty of $6.00 shall be added to each delinquent bill that is delinquent in the amount of $6.00 or more, and,
WHEREAS, the Council had previously approved updating City software program for the utility billing, and
WHEREAS, the new software setup is failing to download water meter readings correctly, and failing to calculate and print water/utility bills correctly, and
WHEREAS, the City staff has been presented with a number of requests for late fees to be waived on the resident’s utility billings based upon the argument/position that the bills could not be mailed on a timely basis, and
WHEREAS, the City staff is requesting Council consideration of providing an extension of the due dates, and waiving any late fees or penalties for the bills that should have been mailed on November 28th. It is recommended that this waiver only apply to that specific billing, and not any prior late fees or amount(s) due from previous billing periods, and
WHEREAS, the Council finds it to be appropriate to waive late fees or penalties on the December bills, provided the account is paid down to zero balance by January 20, 2026.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Monticello, Iowa does hereby approve to waive late fees or penalties on the December bills, provided the account is paid down to zero balance by January 20, 2026.
